MEmbrane Water Treatment plant programme

Taupō based Senior Project Manager Elijah May has led the Kinloch Water Treatment Plant project from its early stages through to completion, providing continuity of leadership following his previous role at Taupō District Council (TDC). TBIG was engaged to continue leading the project following Elijah’s departure from council, reflecting the value of his technical knowledge, established relationships, and understanding of the local context.

Elijah is now leading the generational upgrade programme delivering four new drinking water treatment plants across the Taupō District: Kinloch, Omori, Motuoapa, and Hatepe. Kinloch and Omori are complete, with Motuoapa and Hatepe progressing through delivery. Together, these projects will provide fully compliant drinking water, enhance public health protection, improve network resilience, and support forecast population growth, while meeting stringent seismic requirements.

The programme is technically complex and addresses a range of water quality challenges. We have provided end-to-end project leadership, overseeing design coordination, procurement, construction, commissioning, and operational readiness, while establishing clear governance, reporting, and risk management frameworks. 

Working closely with Council teams, iwi, and hapū, we have supported informed decision-making, culturally appropriate outcomes, and successful consenting pathways. TDC’s request for Elijah to continue leading the programme through TBIG reflects the high level of trust and confidence in his leadership and delivery expertise.
